The fact that you can log in should not automatically give you access to all patients in the system, even though you are not directly involved in care of those patients. People in administration can have access to all, but the management should be able to manage clinicians to have access to those assigned to them only.
Accessibility should also be modified to include limited accessibility for Read only for specified patient in case of an outside audit.
