WebPT: Eligibility checks

Please add eligibility verification transactions to WebPT so that front office users can verify patient's eligibility at the time of registration. The eligibility info should then flow into Therabill. This will help prevent inaccurate patient data entry and ensure that patients actually have coverage with the payer they present to us.
