SnapShot Activity Reports should not fetch data until the filters ave been entered and a submit button is clicked

Currently when a user accesses the Activity Reports it automatically fetches all access activity across all users and clients over the pre-entered date range. This causes the whole system to freeze. You have to wait out this period before you can continue and entering any filter makes it fetch data again before you can add a second filter. With a larger company this wait can be very long and it is fetching data that is not wanted.
