Do NOT allow Refund option on Client | WebPT Ideas and Discovery

Do NOT allow Refund option on Client Over-Payments (not unassigned)

If client payments can only be refunded on unassigned payments, there should NOT be an option to refund an Overpayment (applying a payment that put the line of service into the negative). It does not register the refund in Therabill. Can you please remove that option on the Refund screen on the Client Payment page? Please see attachment.
