Allow claim override when auth watch is on

Allow claim override when auth watch is on for claims using different procedure codes than what is entered on the authorization

IL EI is now requiring authorization codes for therapy services done by LVV but not for any other billable services. The way Therabill is designed is for an all or nothing approach for authorizations. I would like to be able to override the authorization watch warning to allow a claim to be processed without a corresponding authorization.
