Allow edit/delete of payments from | WebPT Ideas and Discovery

Allow edit/delete of payments from snapshot reports, or additions for that matter.

I use the reports to double check payments. Often I need to edit from this page. As it is, I need to close the page then access the payment to edit or add to it.
