Allow for override of claim rejected by system due to auth status

IL EI is now requiring authorizations be submitted on the 1500 for certain services but not for others. Some kids have billing that goes to other insurance first. Some EI services require an authorization and some do not. Right now I have to toggle the authorization status between on/off. I would like to be able to override the auth warning in Therabill to submit without having to toggle between on/off. It has become a multi-step process.
