It would give a more accurate reporting of aging if claims didn't get reset to the 0-30 bucket if they needed to be refiled.

Most companies want aging by first date of billing. Otherwise it makes the aging look better than it really is. If a manager were to look at the aging report it could look great not knowing that someone just resubmits the claims to skew the info. I had that happen to me in the past. Best practices would be to have it age by first bill date.
