When setting an agency invoice footer, it does not appear on report for "apply to this agency only". for current print - but if you actually go into the option when setting to all agencies, it appears on the print, but only for that print. It is not a saved option. THis needs to work on the apply to this agency only printout, and I think it should be persistent, as a footer designed for a single agency is likely to be one that you want to use in perpetuity.
