Allow Auth Watch to Perform Check When No Auths Exist

Before authorization has been obtained by the insurance, the auth watch feature should prevent claims from being submitted without an authorization. Currently, if you turn on the auth watch feature, the claims will till submit if no authorization exists in the system.
