Authorizations with a start date the same day as a session should apply

Currently, if you have an authorization in a patient's chart with a start date the same day as a session, it will not apply to that session. The authorization is greyed out and will only apply if you change the start date to the day before the session.

However, authorizations take effect the day they start... So, it should apply to a session on the same date it begins.
