Remove the automatic date constraint to DOS billed in the Insurance queue Merged

WHY on earth would you put an automatic date constraint in the insurance invoicing queue? You are ceating more work for people to have to remove it so that all dates of service will pop up to give us a full scope of that patient. We're so tired of these pointless updates and bugs that are happening. This is not practical and not helpful.
