Stop sending payment information from WebPT to Therabill when nothing changes except the description.

Because the description isn't useful.

Anyone that must review all of the payment updates from WebPT, just to see that nothing has really changed.

Only send payment updates if other things change and not just the description.

or more effectively, have a all changes to flow over to Therabill as changes and not to have to review everything. Fully integrated.
